A IMPORTÂNCIA DO PLANEJAMENTO PARAR EXECUÇÃO DE OBRAS PÚBLICAS

Abstract

This article aims to demonstrate the importance of planning for the execution of public works. For this, a literature review was made about the planning of works and identification of the tools available for its elaboration. We also sought to understand the conception of a public work and the benefits generated by the incorporation of planning. It is known that the need for additives and even stoppage of works is very common because they present extra costs because of failures in the planning process of the works. A case study was done in a public work in the municipality of Machado, M.G., in order to analyze the unforeseen expenses with the execution of the work and the causes that promoted such situations. A spreadsheet was prepared indicating additives and deletions found. There were several extra services not foreseen in the budget spreadsheet, which required a more in-depth and strategic performance of the manager and a technical look at the execution needs, as well as failures in service quantitative. The suppression resulted by choice between the parties before so many additives. It is concluded that there were failures in the preliminary stage of the bidding, that is, within the agency responsible for the work, even before reaching the executor.
