PRESIDENCIALISMO DE COALIZÃO: uma reflexão sobre o poder executivo na democracia brasileira

Abstract

This paper aims to demonstrate how the Chief Executive's relationship with parliament works. This scientific discussion sets out how the political agreements are made both institutionally and constitutionally, and also shows how power relations were between public power and private power before redemocratization. The following theme is highlighted by the fact that every institutional arrangement carried out by politicians reflects directly on the normative production of the country, since ministries and secretariats are exchanged with the intention of approving laws in the National Congress. In this context, it will demonstrate all historical evolution of the systems of government in Brazil and the difference of presidentialism and parliamentarism. Although Presidentialism has existed in Brazil for a longer time, the enactment of the 1988 Constitutional Charter brings in its text mechanisms that propitiate the Brazilian political model. Here we will discuss the points of the constitution that favor Coalition Presidentialism and the legal instruments that are involved in this debate. For this purpose, bibliographical researches were carried out on legal doctrines and specific works, and consultations on electronic materials.
