Abstract

This paper addresses the responsibility of the Plotters in face of the constant population growth and urban expansion of cities, with an emphasis on occupation less harmful to the environment in the face of companies' profit vision. Initially it is addressed the criteria and foundations of Environmental Law, passing through the basic concepts of which constitutes the Environment, its importance is also addressed both in nationally and worldwide. As is well known, the basis of law starts from customs, being so it was indispensable for the present work to open a topic exclusively to talk about the principles of Environmental Law. Although, after so much silting, it lands on environmental responsibility, which then proceeds to dissect on the possible administrative, civil and criminal penalties for those who violated the provisions legal with your conduct. Then, finally, the loteadoras appear, being these, companies that have as their social reason the opening of new neighborhoods and developing a fundamental role in the expansion of cities, introducing cities into the environment of the which surrounds cities. Finally, proposals for the occupation soil with an emphasis on the constitutional principle the fundamental right.
