Abstract

This paper describes as hypotheses of Dismissal and Unenforceability of the Bidding Process for Public Administration. One approach to this topic makes it necessary or further improvement and study. The purpose of this research was to briefly approach the Bidding in general, but to detail and deepen the Waiver and Inexigibility hypotheses. The goal was completed through studies and doctrinal research that enrich this work. Research has shown a background on how the entire motivation, justification and possible process of Public Administration works, to stop using the common and extensive process of the bidding process, fair, legal and real power, to seek answers like the urgencies of the Public Machine as a whole. , but always in respect of the public interest.
