Abstract

This Course Completion Work (CBT) presents an architectural project of an institutional shelter for children and youth. The entity will be designed for the city of Carmo da Cachoeira/MG. The intention was that spaces favor the cognitive, emotional and social development of children and adolescents. The methodology was composed by bibliographical review, case studies and field visit. The compatibility of the theoretical principles with the practiced practices will be made through the architectural project to be developed in stage II of the work referent. Factors such as the mass assistance, assistentialist and authoritarian to the children and adolescents in social vulnerability, as well as the public negligence regarding the basic needs of children and youth, contributed in the construction of a wide debate after the decade of 80, on the direct of the population. This in 1990, the Statute of the Child and Adolescent (ECA) was promulgated in Brazil, covering, in addition to the rights conferred upon them, guidelines on the functioning of the host institutions. The creation of the ECA determined important changes in the thematic scenario. The Statute emphasizes that host institutions should give priority to the reintegration of children and adolescents into family and community life. However, studies have highlighted the difficulties of practical implementation of normative and legislative provisions, since the current services repeat paradigms of old orphanages and asylums. When the institutional environment does not facilitate the establishment of affective bonds, it does not serve the children and adolescents in relation to their demands of protection, safety and care; one notes a loss in the psychological development of them.
